At first the trick the president of the Women's Political League played upon the mayor failed. That he might see things as they exist, she told him she lived in the tenements. His party bosses owned those tenements. The bill passed, his chance for governor would be gone. Yet law it became, and the mayor realized wherein lay his strength.
