Based on the novel by A. N. Tolstoy "Peter I" (1945). Continuation of the film "Peter's Youth" (1980). The young Peter I begins the construction of the Russian fleet in Voronezh and takes the Azov fortress. At this time, dissatisfaction with the rule of the young monarch is brewing among the courtiers.
